The relevance of the leak is based on the way people view the water arriving at them from the source, and on how they see the performance of the rest of the actors. The actions people take, or fail to take, mark the relevance of the information.
But people only rarely see the water arriving at their tap. When it does, though, they carry responsibility for how they interpret the information, and what they do with it. All other actors are playing to influence the final performance of this last actor, the people, who alone have the choice of what to do with the information that reaches them.
